西九文化區管理局委任馮程淑儀為行政總裁
(2021年6月18日,香港)西九文化區管理局(管理局)今天宣布,委任馮程淑儀女士為管理局行政總裁。該委任已按《西九文化區管理局條例》的規定,獲得香港特別行政區行政長官的事先批准。馮程淑儀女士將於2021年10月15日履新,任期為三年。
經過全球招聘,馮程淑儀女士被視為行政總裁的最佳人選。馮程淑儀女士自2009年出任康樂及文化事務署署長後,一直積極參與文化藝術的發展和推廣;自2014年出任民政事務局常任秘書長後,對西九文化區(西九)項目作出重大貢獻,其中包括推動香港故宮文化博物館項目。她對管理局,以至對整個本地文化藝術發展的認識,可說是無出其右。
管理局董事局主席唐英年先生表示:「我很高興代表西九文化區管理局董事局宣布,委任馮程淑儀女士為新一任的管理局行政總裁。馮程淑儀女士既具備卓越的領導能力,也對本地文化藝術界別擁有豐富的行業知識,兩者對西九文化區項目的發展均非常重要。她對項目有清晰的願景,並訂定進取的目標,旨在把文化區發展為一個令香港引以為傲的文化藝術地標,並打造西九成為一個優質的國際品牌。我有信心在她的領導下,西九會持續精益求精,成為世界級的文化藝術樞紐。」
對於獲委任為管理局行政總裁,馮程淑儀表示:「有機會參與建設和培育西九這個香港文化地標,並將其引領至國際藝壇,尤其可督導籌備M+和香港故宮文化博物館這兩所世界級博物館的開幕,使我深感榮幸。西九正由建造階段邁進營運階段,我期盼與管理局的精英團隊並肩合作,帶領西九邁向一個令人期待的新里程。」
馮程淑儀女士在2020年12月至2021年6月由香港特別行政區政府借調出任管理局署理行政總裁,期間憑藉其出色的領導和管理才能,為管理局的發展奠定穩固的基礎。新任行政總裁將會帶領西九的策略性發展,促進西九成為享負盛名的文化藝術樞紐,亦會掌管管理局的業務策略、政策和營運事宜,以及領導和籌劃社區和持份者參與活動。

馮程淑儀女士簡歷
馮程淑儀1986年7月加入政務職系後,於2019年4月晉升為首長級甲一級政務官。她曾在多個政策局及部門服務,包括前運輸科、前政務總署、前銓敍科、前教育統籌科、前布政司辦公室、政府新聞處、前貿易署、民政事務局、前工商及科技局、政府資訊科技總監辦公室及前教育統籌局。她於2007年7月至2009年8月出任政府新聞處處長,於2009年8月至2014年7月出任康樂及文化事務署署長,於2014年7月至2018年4月出任民政事務局常任秘書長,並從2018年4月起出任政策創新與統籌辦事處總監。在2020年12月至2021年6月期間,她從香港特別行政區政府借調至西九文化區管理局,出任署理行政總裁。

CEO of the West Kowloon Cultural District Authority
(18 June 2021, Hong Kong) – The West Kowloon Cultural District Authority (WKCDA or the Authority) today announced the appointment of Mrs Betty Fung Ching Suk-yee as Chief Executive Officer (CEO) of WKCDA, after obtaining the prior approval of the Chief Executive of the HKSAR as required under the West Kowloon Cultural District Authority Ordinance. Mrs Fung will assume duty on 15 October 2021 for a term of three years.
Following a global search, Mrs Betty Fung Ching Suk-yee proved herself to be the best candidate for the CEO position. Mrs Fung has been actively involved in the development and promotion of arts and culture since 2009 in her capacity as the Director of Leisure and Cultural Services and contributed significantly to the West Kowloon Cultural District (West Kowloon or the District) Project since 2014 as the Permanent Secretary for Home Affairs, including supporting the launch of Hong Kong Palace Museum project. Her in-depth understanding of WKCDA and the wider arts and culture landscape in Hong Kong is unparalleled.
The Honourable Henry Tang Ying-yen, Chairman of the Board of WKCDA, said, ‘On behalf of the WKCDA Board of Directors, I am delighted to announce the appointment of Mrs Fung as the new CEO of the Authority. Mrs Fung has made significant contribution to the Authority during her secondment from the HKSAR Government as Acting CEO between December 2020 and June 2021 by bringing her extensive executive and management experience to WKCDA, laying a strong foundation for the future development of the Authority. The impending tasks of the new CEO are to provide leadership to strategically develop the District into a renowned arts and cultural hub, manage the Authority’s business strategy, policies and operational matters, and lead and manage community and stakeholder engagement programmes.
Biography of Mrs Betty Fung Ching Suk-yee
Mrs Fung joined the Administrative Service in July 1986 and rose to the rank of Administrative Officer Staff Grade A1 in April 2019. She has served in a wide range of bureaux and departments, including the former Transport Branch, the former City and New Territories Administration, the former Civil Service Branch, the former Education and Manpower Branch, the former Chief Secretary's Office, the Information Services Department, the former Trade Department, the Home Affairs Bureau, the former Commerce, Industry and Technology Bureau, the Office of the Government Chief Information Officer and the former Education and Manpower Bureau. She was Director of Information Services from July 2007 to August 2009, Director of Leisure and Cultural Services from August 2009 to July 2014, Permanent Secretary for Home Affairs from July 2014 to April 2018, and has served as Head, Policy Innovation and Co-ordination Office from April 2018 to December 2020. She was on secondment from the HKSAR Government to WKCDA as Acting CEO between December 2020 and June 2021.
